نحن أكاديميو سورية والباحثون عن سلامة وطننا وشعبنا ، أود أن أكون رئيسا للوزراء ويكون بشار الأسد رئيسا للجمهورية لحين انتهاء مدته بشرط أن تصبح سورية نظاما برلمانيا و سآخذ بعين الإعتبار التعديلات الواردة ضمن المربعات، إضافة إلى تعديلات الدستور لعام 2012م، لأننا نراها يلاءم المجتمع السوري بكل مكوناته وأطيافه ويحقق قيم الحرية والعدالة الإجتماعية ويواكب المتغيرات العالمية في مسيرة الحضارة الإنسانية. |
المقدمة: يعتَبرُ المجتمع السوري السلم والأمن الدوليين هدفاً أساسياً وخياراً استراتيجياً يعمل على تحقيقهما في ظل القانون الدولي وقيم الحق والعدالة. واستطاع المجتمع السوري بكل مكوناته وأطيافه وعبر مؤسساته ومنظماته تحقيق إنجازات أثبتت بها عمق التراكم الحضاري الذي يمثل إرادته وقدرته على مواكبة المتغيرات وتهيئة المناخ الملائم للمحافظة على دوره الإنساني كقوة تاريخية فاعلة في مسيرة الحضارة الإنسانية، القائم على الانتخاب والتعددية السياسية والحزبية وحماية الوحدة الوطنية والتنوع الثقافي والحريات العامة وحقوق الإنسان والعدالة الاجتماعية والمساواة وتكافؤ الفرص والمواطنة وسيادة القانون، يكون فيها المجتمع والمواطن هدفاً وغاية يُكرَّس من أجلهما كل جهد وطني، ويُعد الحفاظ على كرامتهما مؤشراً لحضارة الوطن وهيبة الدولة. |
المادة الأولى: الجمهورية السورية دولة ديمقراطية ذات سيادة تامة، ولا يجوز التنازل عن أي جزء من أراضيها. |
المادة الثانية: 1- نظام الحكم في الدولة نظام برلماني. 2- يمارس الشعب السيادة ضمن الأشكال والحدود المقررة في الدستور، ولا يجوز لفرد أو جماعة ادعاؤها، وتقوم على مبدأ حكم الشعب بالشعب وللشعب. |
المادة الثالثة: يحترم القانون جميع الأديان، ويكفل حرية القيام بجميع شعائرها على أن لا يخل ذلك بالنظام العام، والأحوال الشخصية للطوائف الدينية مصونة ومرعية. |
المادة السادسة: يبين القانون شعار الدولة ونشيدها الوطني والعلم والأحكام الخاصة بكل منها. |
المادة التاسعة: يكفل الدستور حماية التنوع الثقافي للمجتمع السوري بجميع مكوناته وتعدد روافده، باعتباره تراثاً وطنياً يعزز الوحدة الوطنية في إطار وحدة أراضيها. |
المادة السادسة عشرة: يصون القانون حق الملكية الزراعية والإستثمار الزراعي. |
المادة التاسعة عشرة: يقوم المجتمع السوري على أساس التضامن والتكافل واحترام مبادئ العدالة الإجتماعية والحرية والمساواة وصيانة الكرامة الإنسانية لكل فرد. |
المادة الخامسة والعشرون: تعمل الدولة على تحقيق التنمية المتوازنة بين جميع مناطق الجمهورية السورية من التعليم والصحة والخدمات الإجتماعية . |
المادة السادسة والعشرون: المواطنون متساوون في تولي وظائف الخدمة العامة غايتها تحقيق خدمة الشعب، ويحدد القانون شروط توليها وحقوق وواجبات المكلفين بها.. |
المادة التاسعة والعشرون 1- التعليم حق يكفله القانون، ويكون التعليم مجانيا و إلزامياً حتى نهاية مرحلة التعليم الأساسي. 2- ينظم القانون التعليم بما يحقق الربط بينه وبين حاجات المجتمع ومتطلبات التنمية. 3- ينظم القانون الإشراف على مؤسسات التعليم الخاص والحالات التي يكون فيها التعليم مأجوراً في الجامعات والمعاهد الحكومية.. |
المادة السادسة والأربعون: 1-ينظم القانون الخدمة العسكرية -2الدفاع عن سلامة الوطن وصيانة أسرار الدولة واجب مقدس على كل مواطن. |
المادة الثامنة والأربعون: ينظم القانون الجنسية السورية. |

المادة السادسة والخمسون: ولاية مجلس الشعب ثلاث سنوات ميلادية تبدأ من تاريخ أول اجتماع له ولا يجوز تمديدها إلا في حالة الحرب بقانون. |

المادة الستون: يحدد بقانون نظام انتخاب أعضاء مجلس الشعب وعددهم والشروط الواجب توافرها في المرشحين. |
.
المادة الرابعة والثمانون يشترط في المرشح إلى منصب رئيس برلمان سورية ما يأتي: 1- أن يكون متماً الأربعين عاماً من عمره. 2- أن يكون متمتعاً بالجنسية السورية بالولادة، من أبوين متمتعين بالجنسية السورية بالولادة. 3- أن يكون متمتعاً بحقوقه المدنية والسياسية. 4- أن يكون حاصلا على درجة الإجازة الدقيقة الدكتورا أو درجة الإجازة العالية (الماجستير). |

المادة الثامنة والثمانون: يُنتخب رئيس الجمهورية لمدة أربع أعوام ميلادية تبدأ من تاريخ انتهاء ولاية الرئيس القائم، ولا يجوز إعادة انتخاب رئيس الجمهورية إلا لولاية واحدة تالية. |

المادة الرابعة بعد المائة: يعتمد رئيس الجمهورية رؤساء البعثات الدبلوماسية لدى الدول الأجنبية، ويقبل اعتماد رؤساء البعثات الدبلوماسية الأجنبية لدى الجمهورية السورية. |

المادة السادسة والعشرون بعد المائة: لا يجوز الجمع بين الوزارة وعضوية مجلس الشعب. |
.
المادة الثلاثون بعد المائة : تتكون الجمهورية السورية من وحدات إدارية، ويبين القانون عددها وحدودها واختصاصاتها ومدى تمتعها بالشخصية الاعتبارية واستقلالها المالي والإداري. |

المادة الحادية والثلاثون بعد المئة 1 - يرتكز تنظيم وحدات الإدارة المحلية على تطبيق مبدأ لا مركزية السلطات والمسؤوليات، ويبين القانون علاقة هذه الوحدات بالسلطة المركزية واختصاصاتها وإيراداتها المالية والرقابة على أعمالها، كما يُبين طريقة انتخاب رؤسائها، وكذلك اختصاصاتهم واختصاصات رؤساء المصالح فيها. -2يكون لوحدات الإدارة المحلية مجالس مُنتخبة انتخاباً عاماً وسرياً ومباشراً ومتساوياً. |

المادة الثانية والثلاثون بعد المائة : السلطة القضائية مستقلة وفقا للقانون. |

المادة الثالثة والثلاثون بعد المائة -1 يُبين القانون طريقة تشكيل مجلس القضاء الأعلى واختصاصاته وقواعد سير العمل فيه. -2يكفل مجلس القضاء الأعلى توفير الضمانات اللازمة لحماية استقلال القضاء |

المادة الثامنة والثلاثون بعد المائة : -1تصدر الأحكام القضائية باسم الشعب السوري. -2الامتناع عن تنفيذ الأحكام القضائية أو تعطيل تنفيذها جريمة يُعاقب مرتكبها وفق أحكام القانون |
المادة الثامنة والأربعون بعد المائة : يحق للمحكمة الدستورية العليا أن تنظر في دستورية القوانين التي يطرحها رئيس الجمهورية على الاستفتاء الشعبي وتنال موافقة الشعب. |

المادة الثانية والخمسون بعد المائة: لا يجوز لمن يحمل جنسية أخرى، إضافة للجنسية السورية، أن يتولى مناصب رئيس الجمهورية أو نائبه أو رئيس مجلس الوزراء أو نوابه أو الوزراء أو عضوية مجلس الشعب أو عضوية المحكمة الدستورية العليا. |

المادة الثالثة والخمسون بعد المائة : يجوز تعديل الدستور بما يلاءم مصلحة الشعب السوري. |
.
المادة الرابعة والخمسون بعد المائة : تبقى التشريعات النافذة والصادرة قبل إقرار هذا الدستور سارية المفعول إلى أن تُعدل بما يتوافق مع أحكامه. |

المادة الخامسة والخمسون بعد المائة: تنتهي مدة ولاية رئيس الجمهورية الحالي بانقضاء أربع سنوات ميلادية من تاريخ أدائه القسم الدستوري رئيساً للجمهورية، وليس له حق الترشح مجدداً لمنصب رئيس الجمهورية ولا تسري عليه أحكام المادة / 88 / من هذا الدستور اعتباراً من الانتخابات الرئاسية القادمة. |
